Examination of comprehensive community mental health services as they evolve from definitions of the problems and changes in federal and state social policy; the concept of normalization and its criteria for program evaluation; and changing roles of mental health professionals, paraprofessionals, and consumers in policy making and service delivery. Presents the history of mental health policy and services in the U.S.; current policies and activities of the mental health delivery system are critically analyzed.
